About us
Gov2u was conceived and founded in 2005 as a non-profit, non-governmental organization by a group of visionary professionals from the fields of Legislative Information and Communication Technology (ICT) and community activism. Its aim is to develop tools that facilitate the everyday work of elected officials and offer citizens a greater stake in political discourse by enabling them to contribute their ideas, suggestions, and opinions.
In Gov2u we strongly believe that ICT-tools have an as yet unrealized potential that – if properly used - could render legislative decision-making processes more efficient and transparent. In this way, significant value could be added to the process of democratic participation.
Gov2u operates to provide a range of specialized services in the field of e-Government, e-Democracy and e-Participation.
To assist legislative bodies become efficient and transparent institutions by:
- harnessing the tools of Information and Communication Technologies
- offering citizens and civil society the opportunity to participate individually and collectively in the policy-input processes of parliamentary democracy
- sharing contemporary knowledge and best practice in e-democracy, keeping society and practitioners abreast of progress and the latest thinking in this ever-evolving field
- Promoting representative and transparent governance by granting the public access to policy making proceedings through the use of Information and Communication Technologies
- Improving the interface between Elected Bodies and citizens while using and testing new forms and methods of civic engagement
- Promoting efficiency in administrative, communications and information management processes through the application of Information and Communication Technology tools to policy making procedures
- Endorsing measures aimed at strengthening interaction between the excluded and marginalized and their Governments, both in the developed and the developing world
- Promoting e-democracy as an optimal medium for enabling a more participatory form of government
Gov2u’s overall objective is to attain a Global Leadership Profile for the organization. Achieving this objective hinges equally on breaking new ground operationally as it does on creating and sharing contemporary knowledge and best practice. Specifically, we aim to:
- Encourage Legislative and Elected Bodies to adapt to the modern world by adopting ICT-tools that will render their decision-making systems more efficient and transparent
- Become a leading organization for the debate over the necessary changes that will make Legislatures more effective and thus strengthen the democratic process
- Enhance the connection between citizens and Elected Bodies through education and public information and through the creation of innovative ICT-tools that will increase accountability between representatives and the represented
- Advance scientific and technological excellence and open source standards in this domain in collaboration with major public, academic and private actors
- Diffuse information and innovation to the community of public, academic, civil and private professionals and citizens through publications and expert consultancy. Undertake training targeted at the different stakeholders and end-users by organizing off and online events, forums, workshops, consultations, seminars and courses
Develop, manage and participate in e-democracy and e-government initiatives and projects together with major public, academic and private actors in international, European, national, regional and local collaborative frameworks. GOV2u main activities are:
- To customize, adapt, implement and maintain open source enabling technologies according to topical or otherwise defined criteria
- To research, develop and deploy open source enabling technologies that facilitate the gathering and dissemination of the legislative information
- To collaborate with governments at the local, national and regional level towards the development of their network infrastructure – including:
- appropriate organization
- rules and procedures
- strategic planning
- operations and personnel policies
- training for the personnel on ICT applications
- To disseminate the knowledge and to share the best practice through
- the organization of promotional events, meetings, seminars and publications
- the regular participation in conferences, seminars and workshops internationally
- Within only two years of Gov2u’s establishment, our organization was voted:
- in 2006 in the Top 20 Who Are Changing the World of Internet and Politics

This prestigious award seeks to recognize the innovators and pioneers, the dreamers and doers who are bringing democracy online.
- Gov2Demoss platform created by Gov2u has been awarded the eGov Good Practice Label. This labelling was initiated by the European Commission, DG Information Society and Media and is part of the Good Practice Framework that the latter has initiated in order to support the creation of comprehensive eGovernment services across all levels of the Union, to catalogue good practice in eGovernment and to stimulate the sharing of this information.
The Gov2u team is comprised of people with diverse experience and skills that have created, built, and operated companies both for profit and non-profit across a broad range of related fields. We recruit and motivate our team by providing a challenging, intense, collaborative, rewarding and open atmosphere.
We have structured a staffing and volunteering plan to accordingly meet the diverse project needs of the organization. A team of full-time staff will manage the successful implementation of our e-democracy core activities, whilst specialized projects and activities that do not require long-term employment will be outsourced or delegated to volunteer staff.

Vasilis Koulolias has been working at the interface of technology and parliamentary democracy for almost two decades. In 1987, he set up Pythia Corp – developer of legislative information systems – which he ran as Chairman and CEO until the company was sold in 1998. During his tenure, Pythia Corp achieved several industry awards and accolades and featured in numerous publications including Bill Gates book “business at the speed of thought.”
In 2005, Vasilis founded Gov2u, a non-profit organization dedicated to bringing the benefits of ICT to promoting popular democratic processes and giving a voice to citizens to be involved in the decision making processes of their governments. In less than three years of its founding, Gov2u was placed by PoliticsOnline amongst the Top 10 most influential players in the field of Politics and the Internet. Gov2u now operates around the globe advising and assisting governments to modernize their legislative processes and enabling citizens to exercise their rights to democratic participation. .

Evika Karamagioli Deputy Director – Athens Office |
Evika joined Gov2U in 2005 as a Project Manager in the ICT for Policy and Citizen Engagement Unit. Since 2009 she has assumed responsibilities as the Gov2u Deputy Director. Prior to joining Gov2U she was a Grants & Research Coordinator in the Greek NGO access2democracy, Scientific Associate at the Centre for European Constitutional Law Themistocles and Dimitris Tsatsos Foundation, and responsible for European Project Management at the Athens Bar Association, Greece. She has extensive experience in designing and managing research projects funded from International and National Development Agencies in the areas of e-democracy, eParticipation and eInclusion. She also contributed as a researcher in the elaboration of a series of studies concerning public administration modernization and eGovernment. From 2007-2008 she was involved as an independent expert in the Ad hoc committee on eDemocracy of the Council of Europe (CAHDE). She is currently a reviewer in the European Journal of ePractice. She holds a Masters in International Security and Defence from the University of Grenoble, France and a Masters in Crisis Management from Athens University, Greece. She is currently a PhD candidate at the University Paris 8, France. She has published extensively on the subjects of eDemocracy and human rights and ICT. |

Catherine obtained a master of Economics at the University of Antwerp (1984). After her graduation two official scholarships allowed her to analyse the impact of the funding and the procurement processes of the UN organisations and multilateral development banks on the Belgian economy. During her career she had the opportunity to build 20 years of professional experience in consulting and project coordination, sales management, account management and reseller management, mainly in Public Sector programmes. She worked for several international consulting and IT companies. |

Vasilis is the founder of Gov2U and has dedicated over two decades in bringing the benefits of ICT to popular democratic proceedings while bridging the gap between citizens and policy makers. In less than three years of its founding, Gov2u was placed by PoliticsOnline amongst the Top 10 most influential players in the field of Politics and the Internet. Gov2u now operates around the globe advising and assisting governments to modernize their legislative processes and enabling citizens to exercise their rights to democratic participation. Prior to Gov2U, Vasilis served as the Executive Director of access2democracy and has served in several Boards and Executive management teams in the IT Industry. In 1987 he established Pythia Corp – developer of legislative information systems – which he ran as Chairman and CEO until the company was sold in 1998. He was a finalist in the 1996 Entrepreneur of the Year Award, Indiana Growth 100, and received the Highest Impacting Partner Award from Microsoft. He has been featured in several books and publications including "Business@the Speed of Thought" by Bill Gates. Prior to establishing PYTHIA he was an Economic Advisor at the Indiana Legislature and Transportation Planner at the Indiana Transportation Planning Board. Vasilis is an Economist and Political Scientist (International Relations) from Indiana University. |

Frank Leyman |
Frank Leyman holds a Master degree in Marketing and in Applied economics from the university of Mons in Belgium. He started his career with IBM Belgium as a telecom Marketing specialist.
After 6 years he joined the Belgian national Telecom operator BELGACOM where he was in charge of setting up the Corporate Services Sector. After 3 year he was appointed as Distribution Channels Director for the Belgacom Group. In 1999 he left Belgacom for a more international carreer by joining the company PROTON WORLD. This company is specialized in large scale smartcard based projects. He has been in charge of business development in the Middle-East and African Region and has co-developed the complete Government offering. Since mid 2005 he works for FEDICT (the Federal Public Service for ICT) where he manages International Relations as well as the relations with European Commission, UN and OECD. He is the Chairman of the International Council for IT in Government Administrations (ICA).

Uwe Serdült
|
Uwe Serdült is vice-director of the Centre for Research on Direct Democracy (c2d) at the newly established Zentrum für Demokratie Aarau (ZDA) and lecturer for the Master of Arts in Comparative and International Studies, offered jointly by the University and the ETH Zurich. He holds a doctoral degree in Poltical Science from the University of Zurich, Switzerland. Before coming to Aarau he taught and worked as a post-doctoral researcher at the Universities of Zurich and Geneva respectively. Research stays lead him to Japan (Waseda University, Tokyo) and the USA (University of Pittsburgh, PA). |

Paul Cunningham |
Paul Cunningham is President & CEO of IIMC International Information Management Corporation, an Irish technology and strategic consulting company, working with government & commercial clients internationally. IIMC provides Web-based Conference Management and Event Management Solutions for Associations and Professional Conference Organisers (PCO), provides strategic consulting and research services, specialising in applied ICT (eAdoption, eContent, eGovernment, eHealth, eLearning & eInclusion), and organises Ministerial-level technology research conferences in Europe and Africa that bring together senior representatives of leading government, industry and research organisations to share knowledge and experience. Paul is Founder and Coordinator of IST-Africa, a Multi-Stakeholder Initiative focused on (a) Training to Reduce the Digital Divide, (b) Skills Transfer to Support Research Capacity Building & Awareness, and (c) Community Building to Support EU-African Research Cooperation. With government partners in Botswana, Lesotho, Mozambique, Namibia, South Africa, Tanzania and Uganda, IST-Africa currently supports EU-African Research Collaboration with 20 Countries in Southern Africa and East Africa.
Paul works as a technology and business expert for European and nationally funded ICT research programmes: European Commission (DG Information Society & Media and DG Research); European Science Foundation; SEE-ERA.NET Balkan Programme; Research Council of Norway; and Vinnova (Swedish Innovation Agency). Paul has been invited to contribute to the work of the S&T Sub-Committee of CODIST (Committee on Development Information, Science and Technology), UN Economic Commission for Africa.
A member of MPI (UK Chapter) since 2006, Paul is served as President of the MPI EMEA Advisory Council (Europe, Middle East ,Africa). Previously Paul served on the MPI Global Strategy Committee and the MPI European Council. A graduate of Trinity College Dublin and Smurfit Graduate School of Business, UCD, Paul has studied at postgraduate level in Hungary and USA. A member of IEEE, he has edited 5 books for applied ICT researchers & practitioners published by IOS Press.

Love Ekenberg |
Prof. Love Ekenberg has been working in development cooperation with institutions such as the EU, the World Bank, SIDA, WHO, the Swedish Ministry of Foreign Affairs, and Nuffic, since 1997. At the same time he has also been working in the fields of technical infrastructure development, IT policies and organization development, as well as human resources. Professor Ekenberg was the founder and first Director of the Swedish Program for Information and Communication Technology in Developing Regions (SPIDER).
Currently he serves as a full time professor in the following departments of academic institutions: in Computer Science at Mid Sweden University, in Computer and Systems Sciences at Stockholm University; and in Information Systems at KTH – Royal Institute of Technology (Stockholm, Sweden).
Ekenberg is the Head of the Institutionen för data- och systemvetenskap (DSV), in Sweden consisting of around 170 employees, 80 temporary employees, 80 PhD students and 4500 students. At the same time he is involved in various researches; he is a co-leader for the Laboratory for Data Mining and Decision Analysis (DMDA) at DSV; and he holds the same position in the DECIDE research group at following institutes: the Stockholm University, KTH, the Mid Sweden University, the University College Gävle, and Örebro University; in Sweden.
Concerning projects Professor Ekenberg has been in many occasions’ project leader, manager and coordinator of around 20 major national and international projects.
Ekenberg has also served in public positions, namely: as a former advisor to the Swedish Ministry of Foreign Affairs for formulating an ICT Policy for development cooperation; as a former member of the Swedish advisory group to the UN ICT Task Force; and as a Former annual reviewer of six IST-EPROS Projects, European Commission, Eurostat, Luxembourg. He continues serving as an Advisor to Centre International de Déminage Humanitaire Genève; as a Member of the ESF Pool of Reviewers; and as a Member of Academic Advisory Committee of University of Colombo School of Computing (UCSC), Sri Lanka.
Professor Ekenberg has been the supervisor of eleven successfully completed PhDs. He is an honourable Member of numerous international review panels, inter alia: The Journal of Risk Research, the International Journal of Public Information Systems, the International Journal on Advances in ICT for Emerging Regions, and Designs for Leaning. He is a member of numerous boards for conferences, reviews of journals and books and till now he has published over 150 reviewed articles and three books.

 Ivar Tallo |
Mr. Ivar Tallo is one of the founders and directors of e-Governance Academy. He served as a senior program officer at the UNITAR, responsible for the e-governance programme. Before that, he was a Member of Parliament of Estonia and Parliamentary Assembly of the Council of Europe. He has also worked as a foreign policy advisor to the President of Estonia and he has been lecturing on public policy and public administration at Tartu University. He is, among other things, the author of the Basic Principles of Information Policy of Estonia, Code of Conduct for Civil Servants and co-authored Public Information Act. He was also raporteur of the Parliamentary Assembly of the Council of Europe on Cybercrime convention and has advised many governments around the world on the ICT policy and public administration reform. |

 Manolis Stratakis |
Mr. Manolis Stratakis holds an MSc by research in Computer Networks and Digital Communications and a BSc in Electronic Computer Systems, both from University of Salford, UK.
He is currently the Head of Research Projects in the R&D department of Forthnet S.A., where he is managing several European and National research projects, primarily related to Internet and web applications and to the development of innovative Value Added Services in the areas of Mobile Internet, Advanced Messaging Systems, mobile Learning, Electronic Commerce, Teleworking, eHealth, Telemedicine and 3G/4G Technologies. Some of the projects in which he has participated or co-ordinated are TEMeTeN, Intercare, Guidefree, groupSMS, CTN, AD-HOC, MoTFAL, ADOL, InLET, Ypaithros, Biopattern, Rural Wings, HeartFAid, Talos, Diamouses, COLLAGE, eKONES, Science-Café, Metaverse1, Guarantee, DiY-Smart Experiences, REACTION and several other national and regional projects. He has worked from 1992 to 1997 at the Institute of Computer Science, Foundation for Research and Technology - Hellas (FORTH), where he was mainly involved in the design and development of digital computer systems. He has also worked as a visiting professor in the Technological Education Institute of Heraklio, School of Technological Applications, from 1993 to 2000. Since 1994 he has delivered a number of Internet related courses in the Cyprus International Institute of Management and several other academic establishments. He has participated and contributed to many international fora and committees about the development of effective strategies against important global problems with the use of Information and Communication Technologies.
His research interests include integrated services computer networks, new technologies and applications over the Internet, mobile Internet, personalised messaging services, real life links with advanced technology and regional development. He is a member of the Technical Chamber of Greece, and author of several papers in the areas of computer architecture and communication networks and their applications.

Gregory joined Gov2U in 2008 as Head of the ICT for Policy and Citizen Engagement Unit. He holds a magna cum laude B.Sc. in Speech Communication from Southern Illinois University, USA, and is continuing his education with an upcoming degree in Communications and Mass Media from the University of Athens, Greece. Among his various posts in the past 15 years, he has served as an executive at the Athens Concert Hall/Cultural centre; Chief Negotiator for Layton Crest, London: Project Manager for Bax Global and Schenker, Germany and has been a Communications Consultant for several businesses. He was a member and Venue Manager of the Athens Organizing Committee for the Olympic Games of 2004. He has also spent several years teaching BA Journalism & Communications students at Queen Margaret University College, Edinburgh. |

Dr. Somya Joshi joined the Gov2U team in 2009 as is a research scientist with expertise in the field of Social Inclusion. Her specialisation falls within the applied context of technological innovation, particularly in relation to education, health, environment and governance. She has experience working with a range of partners from academia, industry, NGOs, as well as international development organisations, towards the common goal of facilitating inclusive development. Academically speaking, she has published in top peer reviewed journals and disseminated her work in several international conferences. She has worked hands-on within the developing world context in Asia & Africa, as well as with partners in Europe towards the overarching goal of fostering meaningful relationships & mutual capacity-building. |

Prior to joining our team he worked as a programmer for commercial and eGovernment applications at Imako, Europlanet and the Municipality of Amarousion. Nikos joined Gov2U in 2009 as an electronic engineer in the unit for policy and citizen engagement. His primary focus is the development of in-chamber electronic voting systems for policy makers. Prior to joining our team he was responsible in the Department of Design, Development and Programming of Ringel Electronics which specializes in developing Wireless Network Hardware Devices. Nikos was in the Faculty and research in the laboratory of the Department of Electronic and Technological Educational Institution in Thessaloniki. He holds an MSc in Electrical Engineering from Aristotle University and is currently a post graduate student in Medical Informatics from Aristotle University of Thessaloniki. |

Manuela joined Gov2U in 2007 as a researcher in the unit for policy and citizen engagement. Prior to joining Gov2u, Manuela had more than 15 years experience of work in the non-profit sector and experience in drafting project proposals, project coordination , organizing events (seminars, conferences, press conferences), management of volunteers and staff, drafting of organizational policies and procedures guides, strategic planning, budget planning and management, designing of advertising and informative materials, public relations, coordination of advocacy campaigns. Manuela Titorencu has participated in many projects and has attended national and international seminars and conferences on advocacy, communication, social services, fundraising, PR, etc. Manuela holds a Bachelor of Science in Engineering Technology (BSET) from The University Politehnica of Bucharest, Romania. She has additional postgraduate studies in Human Resource Management and on Computer Technology Domains. |

Prior to joining our team she worked at Alþjóðahús (Intercultural Centre), in Iceland and volunteered her services to various Non Governmental Organisations. She holds a Masters in International and European Relations from the University of Linköping, Sweden and a BA in Political Science from the University of Crete. |

Angeliki joined Gov2U in 2006 as a designer and illustrator in the unit for policy and citizen engagement. She holds an MA in Electronic Media from Oxford Brookes Univeristy. She is PhD researcher in the Royal Institute of Technology in Stockholm (KTH). Her research area is in HCI and Interface Design for Cross Platform applications. She has worked for more than 15 years in the design industry as a Creative Director in many advertising and publishing houses. |

 Yasmin Mazhari Head Of Unit ICT for identity and e-citizen privacy |
Head of Unit. Yasmin joined Gov2U in 2005 as a programme analyst in the Office of the Executive Director. Since then she has assumed responsibilities as the Head of Unit in ICT for identity and e-citizen privacy. Prior to joining Gov2U she was an Operations Officer for the International Organization for Migration (IOM) in Iran and Bosnia and the Donor Relations Officer for the Office of the High Representative (OHR) in Bosnia. Past positions include consulting for the United Nations Development Program (UNDP), the Hellenic Republic Ministry of Foreign Affairs, and the United Nations High Commissioner for Refugees (UNHCR). She holds a Masters of International Affairs from Columbia University School of International and Public Affairs in New York and a BA in Languages for Business from Oxford Polytechnic. |

Prior to joining our team, she worked as a marketing manager in the “ATHENS 2004” Organizing Committee for the Olympic Games; and as a marketing and public relations executive at Grant Thornton and AC&C. She holds an MSc in Social and Public Communications from the London School of Economics and Political Science and a Bachelors in Communication, Media and Culture from Athens Panteion University. |

Vassiliki joined Gov2u in 2010 as a programme assistant in the Unit in ICT for identity and e-citizen privacy. Prior to join Gov2u’s team, she worked in Hellenic Culture Organization (HCO) at the International Cooperations’ Department and was a member of THALES European project’s coordination team. She has also been a stagier in the Italian Consulate in Athens and in the Hellenic Center for European Studies (EKEM). She holds a Masters in European Law and Politics and a BA in International and European Studies from Panteion University of Social and Political Sciences in Athens. She is fluent in English, French, German, Italian and Spanish. |

Prior to joining Gov2u, Mary had worked as Web Designer/Developer for The Mortgage Times Group in London, the 2nd largest brokerage network in the UK, on web design and development for Technopolis Publishing in Athens as well as on numerous freelance assignments. She holds a Masters in Business Enterprise in Multimedia, and a BSc in Multimedia from the University of Teesside. She also has 3 college degrees on Networks and Software Engineering. |

Gov2u as a non-profit, non-governmental organization in its attempt to contribute in fostering development strongly believes in the potentials of young people from developing or under-development countries with a will to start or continue their academic course. For this reason Gov2u offers the possibility of a scholarship grands in order to promote young professionals at the beginning of their academic career.
